blackout
often carries the sense of accidental non-supply more than an
outage
does。
傳統上,在英語(英式和美式)中,electricity blackout(斷電)也叫power cut,也是power outage。。與outage相比,blackout通常會帶點兒意外斷電的感覺。
Water non-supply is traditionally
water suspension
(intentional) or a
water stoppage
(accidental)。 There’s no particular reason for it — it’s just conventional usage。 Of course, no one speaks of a water blackout (because water doesn’t ‘light’ or ‘lit’)。
水不供了應通常是water suspension(故意的)或water stoppage(意外的)。這並沒有什麼特別的原因,只是習慣用法。當然,沒有人會說water blackout(因為水不會亮或不亮)。

例:
While I was making dinner, the electricity suddenly went down, I immediately checked my neighbors to see if their power was out, too, or if only my location was affected。 And a few minutes later, the power was restored。

People have daily power cuts, daily water cuts。
